Location (Not Relevant: The service delivery projects are managed from Norfolk, VA. There are some remote staff, but they all work according to ARDX procedures using remote accessing technologies)
Customer (Not Relevant: The customers are users of the Affordable, Care Act. All services are delivered according to the same set of ARDX procedures)
Size (Not Relevant: There are only two projects within the scope of the appraisal. They vary drastically in size (70 vs 15). So, although size could be a relevant sampling factor both projects are in the scope of the appraisal)
Organizational Structure (Not Relevant: Both projects belong to the Federal Unit division of ARDX)
Type of Work: While both projects provide services, only one of them also includes software development The service delivery project uses the agile life cycle, while the 2nd project uses a mixed life cycle |
