Customer (Not Relevant: Primarily the substantial focus of the reference model is workforce related processes. And these processes have no variations based on the customer. Hence, concluded as not relevant.)
Size (Not Relevant: Processes do not have any designed tailoring or variations based on size. The workforce practices are intended for consistent deployment across the workforce and hence the conclusion. In addition, while two of the DCs are large and two of them are small, this aspect is completely subsumed under the Organizational Structure factor.)
Organizational Structure: The organizational unit consists of DCs (Development Centres). Each DC has its own variation in terms of objectives, context and to a limited extent the processes. Hence, relevant.
