Sampling Factors:	Location (Not Relevant: Only one location (Beijing).) Customer (Not Relevant: All customers are same category in transportation industries (China Railway, and its branches). The OU perform same types of work using same process set for all customers.) Size: Almost all development projects (refer to “Type of Work”) are moderate size. Large-size project is very few. Process tailoring may vary because of the project size. Large-size project will not be included because it is very few and the company’s policy encourages few large-size project as possible. Organizational Structure: Several different development divisions in the organizational structure that may cause different process implementation. Type of Work: Generally, software development works organized and managed as project. Also some urgent defect-fix for existing software system. Patch will not be included because it follows a simple process of bug-fix, thus is less meaningful for the process improvement.
Sampling Factor Values:	Large (Size): Effort > 80MM Moderate (Size): Effort between 20MM – 80MM R&D Center (Organizational Structure): Technical solution selection, fundamental development framework, development platform, component library, and technical support. Passenger Car & Locomotive Division (Organizational Structure): passenger cars and locomotive related software system planning, design, development, and customer service. Truck Division (Organizational Structure): Truck-related software system planning, design, development, and customer service. Development Project (Type of Work): To create a new software system or an enhanced version of existing software system Patch (Type of Work): To fix defects of running software system
