Sampling Factors:	Location (Not Relevant: There is only on office for application design and implementation services located in Beijing) Customer (Not Relevant: All customers are from government in railway control area.) Size (Not Relevant: All project are below 10 people. The organization assumes all projects are same size.) Organizational Structure (Not Relevant: Research and Development is the department to design and implement both safety and non-safety products.) Type of Work (Not Relevant: All the services offered in the OU are application design and implementation services.) Safety Level: There are four safety levels. Project quality control and assurance are different for different group of Safety Integrity Level. Safety Integrity Level 1 and 2 is one group. Safety Integrity Level 3 and 4 is another group.
Sampling Factor Values:	Safety Integrity Level 1 & 2 (Safety Level): Application is used in general safety areas. Safety Integrity Level 3 & 4 (Safety Level): Application is used in critical safety areas.
