Sampling Factors:	Location (Not Relevant: All management and development activities are conducted at one location in Beijing, China.) Customer (Not Relevant: Although OU provides solutions and products to several types of customers such as public and private, works for all customers are performed consistently using organizational standard processes.) Size (Not Relevant: All works use the same process regardless of size and size does not alter the basic steps of the standard process and the life cycle model. Consequently size does not cause significant variations in the performance of processes.) Organizational Structure (Not Relevant: There is one organization structure with a common OSSP and quality system across all BUs in the organization regardless of the organizational structure.) Type of Work: There are 2 types of works, such as “System Development”, “Research Development”. The major difference between these 2 types is the application of some engineering processes such as requirement elicitation and development.
Sampling Factor Values:	System Development (Type of Work): This subgroup comprises all contractually based system development or integration project for the specific customer Research Development (Type of Work): This subgroup comprises all research development projects including existing solution enhancement. The typical output may be an upgraded version of solution which is for the specific customer or new functions which is for the future usage
