Sampling Factors:	Location (Not Relevant: Only one location – Beijing.) Customer (Not Relevant: All customers are government agencies or common companies, and the OU’s development and delivery activities do not discriminate among customers.) Size (Not Relevant: Project size does not significantly influence process implementation in the OU and is not considered a management factor.) Organizational Structure: The OU has two software development teams in two physical departments, and each of them focuses on a different application area. Type of Work: Generally, software development works organized and managed as projects. Also some urgent defect-fix or enhancement to existing software system. Maintenance will not be included because it follows a very simple process, thus is less meaningful for the process improvement.
Sampling Factor Values:	Technology Research Institute (Organizational Structure): Team that is responsible for tax declaration related software product development and project implementation. Electronic Invoice Product Department (Organizational Structure): Team that is responsible for invoice related software product development and project implementation Software Project (Type of Work): Software development works that organized and managed as a project. Maintenance (Type of Work): Bug fixing works that managed as a task.
