Sampling Factors: Location (Not Relevant: All Resource Management Services are performed or have oversight out of a central location, at CEdge headquarters. Therefore the headquarters personnel ensure that the same processes and on-line tools are used with little variation. Some tailoring occurs because of administrative differences for hiring activities from state to state but none that affect the services enough to be considered different performed processes.)
Customer: The processes used for commercial contract work are a subset of the processes used for government contract work but the expectations and performance of those processes are somewhat different, therefore they are considered a factor in sampling because there are different performed processes.
Size (Not Relevant: There has been no difference in performance of the Resource Management Service based on the contract size. All of the contracts are small, less than 10 people being hired and managed for each. The set of roles performing these services is very small (less than five roles involved); are clearly defined in the processes and do not change based on the number of people being acquired or managed.)
Organizational Structure (Not Relevant: There is no difference in organization structure, all Resource Management Services are performed out of the same part of the organization.)
Type of Work (Not Relevant: There is no difference in the Resource Management Service because of types of work performed by the hired and managed resources.
