Location (Not Relevant: Citizant projects are geographically distributed, to include regional Citizant offices and work at customer locations. Process variation is not driven by location; therefore, it was determined to be an insignificant sampling factor.)
Customer: Some projects are contractually required to perform all work on classified/restricted customer environments using the client’s standard processes. This is a dominant driver of process variation in Citizant’s projects as it requires the use of client tools, templates, processes and lifecycles. Citizant’s standard processes are integrated to supplement customer-based processes to ensure organizational consistency and process maturity is not compromised.
Size (Not Relevant: Size was analyzed to determine how it would be a factor in the scope of the appraisal. The organization has several projects which are staff augmentation and small (i.e., less than 5 resources). A cost-based determination was made for projects less than 5 FTEs not to be include in appraisal scope.)
Organizational Structure: There are two business units within Citizant, Treasury Programs and NS. All projects in both business units may perform either software development or service delivery. Since organizational scope is affected by different outside business drivers (e.g., variations in government agencies), this sampling factor will be used.
Type of Work: The key areas of work for Citizant’s projects fall across two types of work: Software Development and Services. The processes are substantially different between these two types and therefore should be considered for sampling. |
