Sampling Factors: Location (Not Relevant: Only one location – Beijing.) Customer (Not Relevant: All customers are government agencies of Ministry of Commerce, and the OU’s development and delivery activities and processes do not discriminate among customers.)
Size (Not Relevant: Project and team size are all relatively small and do not significantly influence process implementation in the OU.)
Organizational Structure (Not Relevant: The OU is a small development team with about 30 people distributed in several functional groups, development group, test group, and management group. Project team consists of people across these 3 functional group.)
Type of Work: All works of the OU are software development related works that are mainly organized and managed as project, with some maintenance tasks that will not be included in the scope.
