Sampling Factors:	Location (Not Relevant: Only one location, Chengdu.) Customer (Not Relevant: All customers are same category in railway construction industries. The OU perform same types of work using same process set for all customers.) Size: The organization has a policy that they encourage small and moderate projects. Almost all development projects (refer to “Type of Work”) are moderate size around 20-50MM in the OU. Process tailoring may vary because of the project size. Organizational Structure (Not Relevant: The OU is one team with 30 more people distributed in several projects, except one Project Management Team.) Type of Work: Generally, software development works organized and managed as project. Also some urgent defect-fix or enhancement to existing software system. Task will not be included because it follows a simple process, thus is less meaningful for the process improvement.
Sampling Factor Values:	Moderate (Size): Estimated effort around 15-60 MM Small (Size): Estimated effort less than 15 MM Development Project (Type of Work): To create a new software system or an enhanced version of existing software system. Task (Type of Work): To fix defects or implement an urgent small enhancement to the running software system.
