Location (Not Relevant: All Staffing and Consulting Services are performed or have oversight out of a central location at CSCI headquarters in Indianapolis. Therefore the headquarters personnel ensure that the same processes, methods and tools are used with little variation. Some tailoring occurs because of administrative differences for hiring activities from state to state but none that affect the services enough to be considered different performed processes.)
Customer (Not Relevant: All end customers are government organizations and no differences in the Consulting or Staffing Services occur based on the different customers” requirements at this time. There is a difference based on prime versus sub-contractor status that is captured as another sampling factor.)
Size (Not Relevant: There have been no differences in performance of the Staffing and Consulting Service based on the size. All of the consulting contracts are small, less than 10 personnel being hired and managed for each. Staffing-only contracts have more but are captured as a separate sampling factor. Roles performing and managing services are very small and processes do not change based on the number of people being acquired or managed.)
Organizational Structure (Not Relevant: There is no difference in organization structure. All Staffing and Consulting Services are performed out of the same departments within the organization.)
Type of Work: The Staffing and Consulting Services activities are performed differently if the resources are for Contract or if they are for Staffing only activities. The Staffing Service is very similar to the resource acquisition part of the consulting services but because of the overall differences it is considered a sampling factor.
Prime or Sub: The Staffing and Consulting Services activities are performed differently if CSCI is in the position as a prime contractor or if they are a subcontractor. The Prime vs. Subcontractor differences only apply to the Consulting Service. The Staffing Service is inherently performed as a subcontractor to staff another organization”s project roles. |
