Sampling Factors:	Location (Not Relevant: Only one location – Beijing.) Customer (Not Relevant: The OU develops and deliveries same set of products to customers using same set of processes. CCS is actually the main, if not the only, customer of the OU.) Size: The OU’s projects are categorized into A, B, and C 3 categories according to the OU’s criteria base on an assessment on duration and effort level. Process implementation may be influenced by different category. C-type projects follows a set of significantly tailored processes, and will not include in the appraisal. Organizational Structure: The OU is physically consists of two branches of the organization. Type of Work: Generally, software development works organized and managed as projects. Also some urgent defect-fix or enhancement to existing software system, which will not be included in the appraisal. Consultation projects are mainly used to provide solutions and system design suggestions for the customer, which will not be included in the appraisal. There is also a IT service works to provide system operation services to CCS, which will not be included in the appraisal.
