Organizational Structure (Not Relevant: All projects are under the same structure called R & D Center)
Type of Work (Not Relevant: Types of work are basically new development and enhancements for the commercial clients and the government agencies. The method of implementation for New Development and Enhancement is similar, thus is not considered as a sampling factor.) |

Government Agencies (Customer): Software development is mainly for government agencies involved in water resources data management & monitoring and agricultural products management system. The requirements may need to be validated by several levels of the management in the government agencies. More requirement changes are expected to happen.
Commercial Clients (Customer): In these projects the product is developed to meet specific customer requirements. Commercial customers are able to provide well-defined requirements. The requirements gathering and validation activities are conducted easier than in the government agencies. |
