Sampling Factors: Location (Not Relevant: Location has no influence on how business is conducted by the various projects. Regardless of where projects or technical staff are located the expectation is that a standard process will be followed in a similar manner as other projects.)
Customer: The two customer types (Civilian and Health Care) are different in the way projects are managed and monitored.
Size (Not Relevant: Across Civilian the Agile Process Library (APL) applies equally to all projects both small and large. Across the Health sector size is not a factor in lifecycle selection.)
Organizational Structure: The implementation of various engineering groups reflects different approaches to following a common process. There is a common Civilian Section approach however, two slightly different engineering approaches are employed by the Health Section.
