Sampling Factors:	Location (Not Relevant: Most team members work in AEM Herndon office, however, some team members work directly at the customer site: Department of Education. Most team members, who are subcontractors, work either at Department of Education site or remotely from their homes. For the purpose of this appraisal, team members will be available in Herndon office or remotely via conference call.) Customer (Not Relevant: The only customer is Department of Education. While for each system, the team members work with the specific POC, the processes followed remain consistent, as outlined for the ETSS Program. Ultimately, the POCs serve as representatives of Department of Education, the customer AEM Corporation reports to.) Size (Not Relevant: Projects within the ETSS organizational unit may vary in size, i.e. scope of release for each project varies based on number of enhancements and level of effort. However, the process followed remain consistent regardless of size of the project.) Organizational Structure (Not Relevant: Within the organizational structure of ETSS, the same set of processes is followed for each project.) Type of Work (Not Relevant: All work consists of software development and maintenance and follows the same set of processes.) All Projects: This is a homogenous organization with different team members working on multiple projects at one time. All projects use the same set of defined processes.
