Sampling Factors:	Location (Not Relevant: All the projects and products related work is done in the OU in Beijing.) Customer (Not Relevant: There is only one governmental client type in the OU.) Size: The product team sizes are at two levels that the smaller teams have about 10 persons and the larger teams have about 20 persons. And the two levels of team sizes have some impact to the procedures and templates used by the teams respectively. Organizational Structure (Not Relevant: The organization structure is equivalent to the product type.) Type of Work (Not Relevant: The OU only develops E-Government and GIS & Remote Sensing software.) Product Type: There are two types of products in the OU that they are E-Government and GIS & Remote Sensing, which both product types have some impact to the processes and templates used by the teams respectively.
