Sampling Factors:	Location (Not Relevant: Development projects are all in Guiyang) Customer: There are two kinds of customers:1. Public. 2.Food inspection organizations. The products using by the public are all designed by the OU itself. The products using by food inspection organizations are all developed based on the customer requirement. The processs of these two types of projects are different. Size (Not Relevant: Size are similar and it doesn’t affect the development process.) Organizational Structure (Not Relevant: Organizational structures are same in all of the projects and all of the projects are in same organization.) Type of Work (Not Relevant: All the projects are software information system development.)
