Customer (Not Relevant: All the projects are for government entities, which does lead to process differentiation.) Size (Not Relevant: All the projects are medium to small in size (less than 15 FTEs).) Organizational Structure (Not Relevant: All projects are from the same department in the organization.) Type of Work: Work is done differently based on type of work. Two types of work are identified: Delivery Time First Projects and Feature First Projects.
Sampling Factor Values:	Delivery Time First (Type of Work): This type of projects have a fixed delivery time, which means any delay of delivery will be considered as a failure. Feature First (Type of Work): This type of projects have certain flexibilities of delivery time, which means for delivering better or more features, extending delivery time may be acceptable.
