Sampling Factors: Location (Not Relevant: Location has no effect in the way that the activities are performed in the organization due that they all development and maintenance activities are performed by the development department located in one single location at Tianhe District, Guangzhou, Canton, China) Customer (Not Relevant: The main customer type are Governmental and public organizations , most projects follow the same processes and policies for most customer types without any significant differences)
Size: Two kinds for size classifications are used in the organization (Large Projects > 100 Function Points) and Small Projects with less than 100 Function Points)
Organizational Structure (Not Relevant: The organizational Unit is under a unique General manager and Senior Manager where Organizational Structure do not have a significant impact on how work is performed.)
Type of Work: There are 2 types of work: New Software Development projects and Software Maintenance and Enhancement
Sampling Factor Values: Small Size Projects (Size): Projects with less than 100 Function Points Medium and Large Size Projects (Size): Projects with more than 100 Function Points
New Software Development projects (Type of Work): Projects for new software development base on new user requirements and specifications
Software Maintenance and Enhancement (Type of Work): Software maintenance and enhancement for existing software systems
Subgroups: Small New Software Development Projects: Projects for new software development base on new user requirements and specifications with less than 100 Function Points
