Sampling Factors:	Location (Not Relevant: All management and development activities are conducted at one location in Beijing, China.) Customer (Not Relevant: Although OU provides solutions and products to several types of customers such as public and private, works for all customers are performed consistently using organizational standard processes.) Size (Not Relevant: All projects use the same process regardless of size and size does not alter the basic steps of the standard process. In addition, all projects within OU are small to medium (All of sizes are less than 8 people).) Organizational Structure (Not Relevant: All projects are conducted within the one department, have the same basic and similar structure with project manager, developers, supporting-members, and share the same organization standard processes without substantial tailoring. Consequently organizational structure does not cause significant variations in the performance of processes.) Type of Work: There are 2 types of works/projects, such as “System Development”, “Exploratory Development”. The major difference between these 2 types is the application of the engineering process such as requirement development.
Sampling Factor Values:	System Development (Type of Work): This subgroup comprises all contractually based system development or integration project for the specific customer. Exploratory Development (Type of Work): This subgroup comprises all research development projects including existing solution enhancement. The typical output may be an upgraded version of solution which is for the specific customer or new functions which is for the future usage.
Subgroups:	SD: Contractually based development project for the specific external customer 7 People, 1 Basic Units – System Development ED: Solution development and upgrade project for the specific customer or for the future market 18 People, 4 Basic Units – Exploratory Development
