Sampling Factors:	Location (Not Relevant: Only one location – Beijing.) Customer (Not Relevant: The OU develops and deliveries same set of products to different customers using same set of processes.) Size (Not Relevant: Most of the project are moderate size. Size is not considered a critical factor in project management, although some minor tailoring to the OSSP base on project size may occur sometimes.) Organizational Structure (Not Relevant: The OU is physically one branch of the organization with about 30 people. People of the OU are roughly distributed in two product teams. Please refer to factor “Product Team”.) Type of Work: Generally, software development works organized and managed as projects. Also some urgent defect-fix or enhancement to existing software system. Maintenance will not be included because it follows a very simple process, thus is less meaningful for the process improvement. Product Team: People of the OU are roughly distributed in two product teams, although transferred between teams sometimes. Each team is responsible for the software system development and maintenance of certain application domain.
Sampling Factor Values:	Software Project (Type of Work): Works that organized and managed as a project to create or upgrade a software system. Maintenance (Type of Work): Woks that managed as a task to fix defects for the running software system. Cloud Computing Team (Product Team): Product team that is responsible for the development and maintenance of cloud computing operating system. Big Data Team (Product Team): Product team that is responsible for the development and maintenance of big data management and analysis platform.
