Sampling Factors:	Location (Not Relevant: Only one location, Guangzhou) Customer (Not Relevant: The products of the OU are all software used in IT services. The OU provides same set of products to different customers, and The OU perform same types of work using same process set for all customers.) Size (Not Relevant: Almost all projects (refer to “Type of Work”) have moderate size and a small team less than 10 people. Project size does not influence process implementation in the OU and is not considered a management factor.) Organizational Structure: The OU is physically one department of the organization, but people in the department are basically organized in two teams. Each team is responsible for one category of software products. Type of Work: Generally, software development works organized and managed as projects. Also some urgent defect-fix or enhancement to existing software system. Bug-fixing will not be included because it follows a simple process, thus is less meaningful for the process improvement.
