Sampling Factors:

Location (Not Relevant: There is only one service office located in Taoyuan city, Taiwan.)

Customer (Not Relevant: All customers are from the national defense department)

Size (Not Relevant: Project team size is between 6 to 10 people. The organization assumes all projects are same size.)

Organizational Structure (Not Relevant: C4ISR Section is the department to deliver system implementation services. The other departments are out of appraisal C4ISR Section scope.)

Type of Work: there are two types of work. One is new development. The second one is enhancement project.

Sampling Factor Values:

New Development Project (Type of Work): Project implements system solutions by developing new functions.

Functional Enhancement Project (Type of Work): Project enhances system functions and features on existing solutions.

Subgroups:

SG1: Project implements system solutions by developing new functions. The projects may need to integrate or reuse some of existing system components.
