Sampling Factors:	Location (Not Relevant: Only one location – Chengdu.) Customer (Not Relevant: The products of the OU are management system for prison. All customers are prisons.) Size: Projects (refer to “Type of Work”) of the OU are divided into 2 categories by size. Small-size projects follow simplified processes according to the tailoring guidelines of the OSSP. Organizational Structure (Not Relevant: The OU is just a development team with 30+ people distributed in projects.) Type of Work: Generally, software development works organized and managed as projects. Also some urgent defect-fix or enhancement to existing software system. Maintenance will not be included because it follows a very simple process, thus is less meaningful for the process improvement.
