Sampling Factors:	Location (Not Relevant: No, there is only one service office located in China. All the team members are in the same location.) Customer: Yes, there are two types of customers. One is client in Japan. Another one is client in China. The processes in delivering application development services are different for different types of customers. Size (Not Relevant: No, tailoring is implemented to manage different scale of project. Basically, process is no different for different project scale.) Organizational Structure (Not Relevant: No, system development department is the only department to deliver application development services. No other department delivers application development services.) Type of Work (Not Relevant: No, the only one type of work is application development based on client requirements.)
Sampling Factor Values:	Japan Client (Customer): Receive requirements from the clients in Japan. Initial requirements are documented before project is kicked off. Verificaiton and validation processes are asked to be strictly controlled. Japanese clients get involve in reviewing and controlling each critical application development step. China Client (Customer): Receive requirements from the clients in China. Requirements are collected through iteration process. Project implementation processes are defined based on the organizational unit quality management system.
