Sampling Factors:	Location (Not Relevant: Only one location – Beijing.) Customer (Not Relevant: Most of the customers are government agencies of special trading zone around China. The OU provides same set of products for different customers without discrimination.) Size (Not Relevant: Most of the project are moderate size. Size is not considered a critical factor in project management, although some minor tailoring to the OSSP base on project size may occur sometimes.) Organizational Structure (Not Relevant: The OU is physically one small development division. People of the OU distributed in different development projects dynamically.) Type of Work: Generally, development works organized and managed as projects. Projects are divided into two types: one type develop a new software system, another type develop software system based on existing similar system. OSSP is tailored for the two types of project.
Sampling Factor Values:	New System Project (Type of Work): Works managed as project to create a new system for specific customer. Customized Project (Type of Work): Works Managed as project to develop a system for specific customer based on an existing similar system.
