Sampling Factors:	Location (Not Relevant: All software is developed in the Nantong office, and therefore location does not influence process selection) Customer: All software is contracted development for Government consumers and Enterprise consumers. Size (Not Relevant: The OSSP processes does not vary any differently for different size of the projects.) Organizational Structure (Not Relevant: There is one major division “R & D Center” All software is development by the R & D Center and therefore the structure does not influence process selection.) Type of Work (Not Relevant: All software projects follow SDLC development approach and therefore this does not influence process selection.)
Sampling Factor Values:	Government Type (Customer): Contracted development for Government consumers and influenced PA is RD, PP, VER etc. The demand investigation process is relatively laborious and changes in requirements are frequent. Government stakeholders are not always able to fully identify. Enterprise Type (Customer): Contracted development for Enterprise consumers and influenced PA is for example PP, PMC, VAL, TS, PI…etc. The needs of enterprise customers will be clear, and stakeholders will be easy to identify. The development and confirmation of general requirements are also relatively simple.
