Sampling Factors:	Location (Not Relevant: Only one location – Qinhuangdao.) Customer (Not Relevant: All customers are companies of electric power industries. The OU develops and deliveries same set of products or partly customized products using same set of processes to all customers.) Size (Not Relevant: Most of the projects (refer to “Type of Work”) have moderate size. Project size does not significantly influence process implementation in the OU and is not considered a management factor.) Organizational Structure: The OU consists of two physical departments, and both of them perform some kinds of software development projects. Type of Work: Software projects are separated into two types in the management, and each type is performed by a development team (refer to “Organizational Structure”). One type creates a major standard version of software system, and another type mainly customizes software system to meet specific customer’s needs. The customization project uses a significantly tailored set of processes.
Sampling Factor Values:	Technical R&D Department (Organizational Structure): Developemnt team responsible for software product development and platform development. Project Implementation Department (Organizational Structure): Developemnt team responsible for product customization and project impelmentation. Product Development Project (Type of Work): Software project that creates a new software system or a major standard version of an existing software system. Product Customization Project (Type of Work): Software project that create a customized version of a software system according to customer’s requirements and deliver it to the customer.
