Sampling Factors:	Location (Not Relevant: Only one location – Jinan.) Customer (Not Relevant: Most of the customers of the organization are government agencies. The OU implements software development and services for all customers with no differences.) Size (Not Relevant: Project size does not significantly influence process implementation in the OU and is not considered a management factor.) Organizational Structure (Not Relevant: The OU is a small size development team with no physical divisions inside. People in the OU are dynamically distributed in software projects.) Type of Work: Generally, development works organized and managed as projects. Projects are divided into two types: one type focus on development from scratch, another type focus on development by customizing an existing software system. OSSP is tailored for the two types of project.
