Location (Not Relevant: There are many sites but there is only one process that is not location specific – sites may have specific instructions and guides for local tools)
Customer: The Others is a null because the ADS tool requires at least one Factor. The external customers are commercial, foreign, DoD, and the internal customers mainly for IR&D, all use the same processes.
Size (Not Relevant: Even the smallest Basic Units follow the same processes that the largest Basic Units follow. Even though scaling of work products is performed for smaller projects, the process is still the same for any size. For example, when roles and responsibilities are assigned for smaller projects all the required roles are filled often with one person serving as responsible for many roles, while on larger programs there often is a particular individual serving as responsible for each role.)
