Sampling Factors:	Location (Not Relevant: The OU is based only in Wuhan, China.) Customer (Not Relevant: There are only 2 types of customer and the same process is used to carry out work for each.) Size (Not Relevant: Although projects are divided into small and normal, all small projects are excluded from the appraisal as they do not follow the standard development process.) Organizational Structure (Not Relevant: Separations in the OU are based on type of work so are not covered here. Notwithstanding excluded projects/groups, there are no other divisions in the OU that affect process.) Type of Work: There are 2 types of work/project that affect which process is followed for all development work.
Sampling Factor Values:	Project Development (Type of Work): is contractually based projects/work for specific customers. Product Development (Type of Work): is projects/work that do not have a contractual customer, so they target customer types and future market development. They may be originated by proposals from the OU management, or by an existing / potential customer. The typical output is that a product prototype or basic platform is developed for future usage.
