Sampling Factors: Location (Not Relevant: Location (Not Relevant: Location is not a relevant sampling factor. All of the primary development and service work conducted by the E30 Division is performed at their NSWC-PCD location in Panama City, FL. Excursions by E30 personnel away from their Panama City base are for temporary deployment, installation, and maintenance activities at customer sites.))

There is no difference in the way development work and service delivery is performed by E30 personnel based on the customer set. The customer set is basically DoD PMOs (Program Management Offices) for whom contract work is performed in essentially the same way according to Federal Acquisition Regulations (FARs) and other DoD directives.))

The size of the contracts and service level agreements executed by E30 personnel is not a discriminant in the way that work is performed. The processes followed are prescribed by DoD PMOs and must also comply with additional Division-wide provisions imposed by E30. These processes and provisions are size-independent as regards customer contracts and service level agreements.))

The E30 Division is administratively divided into four Branches: E31, E32, E33, and E34.
