Sampling Factors:	Location (Not Relevant: All management and development activities are conducted at one location in Guizhou, China.) Customer (Not Relevant: Although OU provides solutions and products to several types of customers such as public and private, works for all customers are performed with the same processes based on the approved tailoring. Hence customer is not relevant sampling factor.) Size (Not Relevant: All projects use the same process regardless of size and size does not alter the basic steps of the standard process and the life cycle model. In addition, all projects within OU are small to medium.) Organizational Structure (Not Relevant: All projects are conducted within the one department, have the same basic and similar structure with project manager, developers, supporting-members, and share the same organization standard processes without substantial tailoring. Consequently organizational structure does not cause significant variations in the performance of processes.) Type of Work: There are 2 types of work/project, such as “New Development”, “Incremental Development” projects. There are differences from the point of view of project lifecycle model, which has some impact on development environments and procedures used by the development teams respectively in the OU.
