Sampling Factors: Location (Not Relevant: All basic units are in the same locations (Beijing). Although some projects provide onsite development to customer location but those development are not spend across full life cycle of projects (majority development activities are in Beijing) and there is no process difference since they all follow the same processes after tailoring.) Customer (Not Relevant: There are 2 types of customer (external, internal), major process differences are in requirement development and validation, system design, product integration and acceptance testing. This sampling factor is covered in Type of Work, which is described below in detail.)
Size (Not Relevant: Although basic units are with different sizes, but there is no process difference since they all follow same processes after tailoring.)
Organizational Structure (Not Relevant: All basic units are in Smart City BU, and there is no significant process differences after tailoring.)
Type of Work: There are two types of work (Contract-based Projects, Internal R&D Projects). Contract-based projects are system development with external customer and signed contract, while Internal R&D projects are product development with internal customer based on productization strategy. Major process differences include requirement elicitation and validation, system design, integration, acceptance and validation, and product release.
