Sampling Factors: Location (Not Relevant: All basic units are in the same locations (Beijing). Although some projects provide onsite development to customer location but those development are not spend across full life cycle of projects (majority development activities are in Beijing) and there is no process difference since they all follow the same processes after tailoring.)
