Sampling Factors:	Location (Not Relevant: there is only one location delivery application implementation services in Longtan District.) Customer (Not Relevant: Although there are Institute internal and external customers, all the customers are belong National Defense Department. The organization assumes all the customers are same group.) Size (Not Relevant: All projects are below 10 people. Project implementation is managed by traditional life cycle or Agile life cycle. Project sizes are not major concern for project implementation and management.) Organizational Structure (Not Relevant: There are eight departments under IMC. The eight departments jointly work together to plan, design, deliver and manage software implementation services.) Type of Work (Not Relevant: All the projects are implementation and maintenance services.) Life Cycle: Projects are planned and managed based on traditional or Agile life cycles models.
